The idea of a policy against dns abuse is to prevent abusive users from
joining as well as to maintain OCCAID as a reputable organization, not an
organization of irc kids. Also, last I recalled, OCCIAD was an educational
and experimental (for users) network, not an irc transit network. :)

I don't see how this is relevant to the topic at hand. The topic is about 
rdns abuse, not privacy issues.

This isn't regulating per se. This is abuse mitigation and control. The
question of regulating the internet in regards to content (censoring) and
the question of disciplinary action in regards to rdns abuse are separate.
