[OCCAID] Maintenance EWR IAD STO BOS

We are experiencing some isolated incidents of route churns in
east coast to europe after renumbering. i will be doing 
maintenance on bos, ewr, sto and iad OSPF routing in the next
few hours to correct ibgp instability problems we've been having.
please be advised of intermittent issues in reaching routes to
some areas in Europe overnight.
