Dear Suresh,
Id be very much obliged, if u could post my whole message as a reply 
next time to point out
all points I have made. Also I would like to point out that IRC can 
actually be useful, too.
Not to mention the various help channels on tech matters or chatting to 
work colleagues or
other techies/techie friends in other work places. Just a little pointer.

The EINTAP agreement has nothing to do with a discussion on to block of 
irc or other services or not. Its a guideline document for people who 
will offer others to connect via them to the OCCAID network, offloading 
stress on the backbone, and also easing the burden on the people behind 
OCCAID. Hence this EINTAP outline was created.
