[OCCAID] 2001:4830::/32 now available in additional regions

ZOA, ZDC, ZLX, ZFW and ZJX regions are now 2001:4830::/43 capable.

If you have 3ffe:401d::/32 block in either of above regions, please send
email to renumber at cnacs.occaid.org ... well you know what to do. Read that URL.

For those who sent requests since last week and still haven't gotten new
blocks, please be patience and we are sorry for the delay. Requests are
sorted in a FIFO basis (first come, first serve type). Although if I recall
correctly, almost all requests from ZNY have been completed.

If you still haven't submitted renumbering request and you are in ZBW, ZNY
area, please do so at your earliest convenience.
