[OCCAID] BGP.conf example request

Hi all,
 I'm new, but learning quickly about bgp. I have heard and read about 
using community-list and setting prefer on routes, but I can't find any 
good examples of setting it up.
 Would anyone be willing to make an example.conf.

 I want to allow all Occaid originating 30071:3000 (i think) and my 
clients, and deny 30071:666

And honestly I do not understand just how prefer works..

 Any help appreciated. Thanks in advance for your time.
