[OCCAID] ASN request

as per the instructions given to me, i'm putting in a formal request
for an AS number. 

any hints that i need to take care of on my end (other than
configuring quagga's bgpd, of course, though help is welcome for that,
too) is openly welcomed, including any FAQs or other documentation as
well.
