[OCCAID] HEADS UP: Changes along east coast + EWR changes

Hello,

Please be advised that over the course of remainder of this month and into 
Februrary, OCCAID JTC will be making several changes in the V6 routing along
the east coast. This includes turn up of several new peers and transits and
phaseout planning of CR1.EWR2 router. New node at Ashburn, VA Equinix will
come online in a few weeks.

We greatly apologize for any inconvenience these activities are causing our
downstreams, however the overall outcome of these network upgrades should be
satisfying.
