[OCCAID] 2001:4830::/32 now available to all regions

The new 2001:4830::/32 production prefix is now available to all OCCAID POPs,
from west coast to Sweden.

Everyone else who were waiting for their POP to be covered may send in request
for renumbering to renumber at cnacs.occaid.org

Please note that we still have quite many renumber requests that are still
not processed -- our apologies for the delay. Please allow us up to 2 weeks to
process your request as we have many floating in the queue.
