[OCCAID] Current end point change procedure...

That was my error.. THe original did go to jtc at occaid.or and not .net

I am going to also look at sixxs to maybe move to one of their tunnels, but looking at their forums they don't seem to be very active and are pretty stringent.

It's jtc at occaid.org, not .net.  because of hectic environment here it may
take up to couple or so weeks to get done though, fyi.
