[OCCAID] Heads up: Raising local-pref for all academic routes

This is a heads-up note that we will begin using the previously designated
Academic & Research network T-code of number 3 in our announced BGP
communities and routing policies.  The routes listed below will be
recognized under the community regex of "30071:5...3" and will have
local-preference value higher than commercial peering routes, so that
academic traffic is sent directly to research networks instead of through
commercial internet.

The new routing policy change will be effective for both IPv4 and IPv6
portions of AS30071 network. We're hoping this will balance our routing
toward research networks nationally instead of always routing through the
west-coast as it is currently.
