[OCCAID] SixXS US IPv4 Routing + EWR2 Decommission

We now have more OCCAID/MPF Members providing transit to SixXS US IPv4
prefixes locally within US. Hopefully you should no longer see ipv4 routing
to sixxs POPs taking US->UK->US path anymore, but if you do, send email to
noc at occaid.org along with your traceroute output and we'll look into that.

Also, please note that in early 2007, OCCAID will begin the process of
permanently closing down ar1.ewr2 (Clifton) POP router.  All significant
peers have already been migrated to native interconnects elsewhere. Existing
connections and members at EWR2 site will be contacted by operations in
early 2007 to go over migration options prior to permanent shutdown.
