[OCCAID] June 6th 6bone Phaseout: Final Notification

Hello,

Per our previous consensus, we're going to start filtering 3ffe::/16 routes 
on our external BGP peers starting in June 6th.  If you are still using this
prefix, or moreover, still using 3ffe:401d::/32 based address, you need to
get this changed now: just email us at noc at occaid.org to coordinate.

This filtering mandate is based on recommendations set forth in RFC 3701,
declaring phase out for 6Bone experimental prefixes.
