[OCCAID] 6bone is now 6gone

Pursuant to RFC 3701, work to cease forwarding of all 3ffe::/16 traffic is
already under way.

As of now, most of our routers are no longer accepting 3ffe::/16 based 6BONE
prefixes from the Internet (peering partners).  Remaining 3ffe:: based
configuration is being removed on all routers, pending change management
scheduling.  Packets sourced from 3ffe blocks are permitted, as we are not
filtering traffic associated with 6bone, but rather not accepting 6bone
routes.

We will continue to advertise the four 3ffe::/16 based prefixes announced by
customers for another few days to allow last minute renumbering -- but
please be advised that connectivity is not guaranteed by any means, as many
ASes have already filtered 6bone space.
