[OCCAID] ipv4 routing

I still got bunch of v4 peering requests sitting in my personal inbox.  I'm
trying to prioritize processing of the requests so we prefer access nets
first.

This reminds me, I need to setup peering with speakeasy but been slacking
off. :)

Currently we have about ~11,000 routes reachable via peers at the moment.
