[OCCAID] reachability problem

I can't reach:

 2001:618:400:182d:260:97ff:fed9:4f2a

It is a European using a tunnel from https://tb.ipv6.btexact.com/.  I
see their prefix in BGP, but traceroute stops at my first hop within
OCCAID.  any ideas?
