[OCCAID] London Outage

We had an outage at our London POP this morning, due to scalability issues
caused from too many peering sessions on a single router.  The issue has
been since corrected and everything is back up.

Stay tuned for an upcoming maintenance notice at London in the next few
days.  A 2nd router is being added at London POP to connect one of the two
LINX circuits and spread out the peers.  Peering with major networks,
including C&W will most likely be relocated to the new router (ar1.lhr1.uk).
