[OCCAID] heads up regarding GBLX connection at Ashburn

All --

We are restoring our v6 peering connection with Global Crossing in Equinix
Ashburn today.  It was previously administratively turned off due to pMTU
issues across their network in Ashburn/DC area.  The issue should be
corrected now so we should be able to restore connectivity.
