This is because the transfer network your tunnel is on
(2001:4830:e2:22::/64) is not carried in our IGP. We typically don't bother
carrying xfer nets in IGP unless we need them for peering next-hops or
customer/downstream specifically asks us to provide transit to that /64.

In any event, I added your xfer net /64 in our routing table and you should
now be able to traceroute out to HE (as well as everywhere else) from
2001:4830:e2:22::/64.
